Flange for film editing.
This is an old style flange that uses a set screw as a key for the core.
The set screw is keyed for 35mm film, but if you have access to a machine shop, you could easily drill another set screw hole to accommodate 16mm cores. Will hold approximately 1000' of film. Diameter 10 inches.
