Neumade synchronizer for film editing vintage film equipment

Vintage 16mm Neumade film synchronizer. Rollers and film wheel are not original. It is mounted on plywood for secure table mounting, but the wood mount can be removed. The first roller is frozen, but can probably be loosened up with WD 40 or?
